The Energy Efficiency Council (EEC) Board has made the decision to retire two of its professional certifications:
Effective 1 October 2025, the EEC will no longer undertake administrative, or governance functions related to these certifications.
The EEC extends its thanks to all those who contributed to the development and delivery of these programs, as well as to the professionals who achieved certification under them.

Welcome to the first EEC Professional Certifications update for 2023.
Certified EnMS Advisor
The Certified Insulation Installer Sub-Rules have been updated to include additional training requirements regarding insulation retrofitting within ceiling spaces. This change ensures the certification continues to support safe and quality installation of insulation, and came into effect on 1 April 2023, the same day as the introduction of the ACT Government’s minimum rental standards. We’re less than a year into running EEC Professional Certifications, and in that time we’ve certified individuals to support households and businesses with reducing emissions and energy bills, all whilst improving the health and comfort of our buildings, and productivity and competitiveness of Australian industry.

Certified Emissions Reduction Leader for Commercial Buildings
The Certified Emissions Reduction Leader for Commercial Buildings certification replaced the Energy Efficiency Certification Scheme (EECS) launched by the EEC in 2013. It continues to certify professionals who can lead integrated building energy retrofits in commercial buildings.
Since July 2022, the EEC has certified two Certified Emissions Reduction Leaders for Commercial Buildings at the Advanced level from DeltaQ and FG Advisory, and two Certified Emissions Reduction Leaders for Commercial Buildings from Veolia and Siemens.

Reminder: for those previously certified under EECS, you have until 30 June 2023 to submit an application to rollover your certification, after which time you will need to submit a new application.

Certified EnMS Advisor
Since June 2022, the EEC has certified seven Certified EnMS Advisors at the Advanced level and nine Certified EnMS Advisors. You can find these individuals on our website directory, and profiles from some of our certified individuals here.
The EnMS Advisor training, a pre-requisite for certification, is next running from 6 June to 8 June 2023. Registrations are now open, and you can find out more here.
Reminder: once you have completed the EnMS Advisor training, you have twelve months from the training completion date to apply for certification.
Certified Insulation Installer
Since July 2022, the EEC has certified 21 Certified Insulation Installers from Alexander Watson Home Insulation and Spray Foam Tasmania. You can find these individuals on our website directory, and profiles from some of our certified individuals here.

Changes to certification pricing
From 1 July 2023 certification application fees will increase:
Certified Emissions Reduction Leader for Commercial Buildings
Members: $2,500 (increase from $2,200)
Non-members: $2,800 (increase from $2,400)
Certified EnMS Advisor
Members: $3,300 (increase from $3,000)
Non-members: $3,600 (increase from $3,200)
Certified Insulation Installer
Members: $800 (increase from $550)
Non-members: $900 (increase from $600)

Insulation Installer Training at SuniTAFE
Beginning in November this year, Holmesglen Institute and SuniTAFE will be running pilot sessions of their new insulation installer training.
Running with both education providers in Melbourne and Mildura, this innovative program aims to enhance the skills and expertise of insulation installers and ensure industry-leading practices, safety measures, and quality standards. And the best part – it’s free!
The training is a pre-requisite for becoming an EEC Certified Insulation Installer. It is designed to upskill existing industry employees and provide an on-ramp for the next wave of industry employees by equipping them with the essential knowledge, technical know-how and hands-on experience required for safe, high-quality installation of insulation materials.

Insulation Installer Training at Holmesglen Institute
The pilot training will be delivered over 10 days at the Holmesglen Chadstone campus on the following dates:
- Group A: 13-17 of November 2023 (Block 1) & 4-8 of December 2023 (Block 2)
- Group B: 26 February – 1 March 2024 (Block 1) & 4-8 of March 2024 – (Block 2)

SuniTAFE is calling for expressions of interest to undertake the following insulation installer training subjects at their Mildura Campus:

Notification of changes to the Certified Insulation Installer Sub-Rules, effective 1 April 2023
The Certified Insulation Installer Sub-Rules have been updated to ensure the certification supports the safe and quality installation of insulation. These changes come into effect on the same day as the introduction of the ACT Government’s minimum rental standards.
What is changing?
The Certified Insulation Installer Sub-Rules have been updated to include:
- A ninth area of assessment, Prepare for insulation retrofitting within ceiling spaces; and
- An associated pre-requisite regarding undertaking training associated with the additional area of assessment.
These changes are included in Schedule 1 and Schedule 4 of the Sub-Rules, and reflect feedback from industry and government.
Certified Insulation Installers need to complete additional training to maintain certification by 30 June 2023
To maintain their certification, certified individuals need to complete the additional training module and submit a recognised certificate of attainment for the training to the EEC by 30 June 2023. The EEC will work with these individuals to ensure that they are given the opportunity to complete the training within this timeframe.
The EEC will provide further information on how to access the training directly to Certified Insulation Installers.
What if certified individuals don’t do the additional training?
Certified Insulation Installers’ certifications will be suspended from 1 July 2023 if they have not successfully completed the training and submitted a recognised certificate of attainment to the EEC by 30 June 2023.

The Energy Efficiency Council (EEC) today congratulated the ACT Government on the launch of their new minimum standard for ceiling insulation in rental properties, making rental homes healthier, more comfortable, and cheaper to run.
“With cost-of-living pressures front of mind for all Australians, this support for renters is particularly welcomed,” Mr Menzel said.
The EEC commends the leadership of the ACT Government and Minister Shane Rattenbury in working to deliver a package of initiatives to roll out ceiling insulation – a key energy efficiency technology – to as many households as possible in the ACT.
“It’s now time for other state and territory governments to get on board, and make sure renters have access to safe, healthy housing. The EEC wants to see these initiatives implemented right around the country, to bring the energy performance of our housing stock up to a minimum acceptable level for all Australians,” Mr Menzel said.
A growing number of studies show that energy efficient homes promote improved social, physical, and mental health outcomes. In Victoria, a recent study found modest energy efficiency upgrades to the homes of elderly study participants led to reduced health spending by almost $900 per person over the winter period.
Under the standards, insulation upgrades to rental properties will need to be carried out by an EEC Certified Insulation Installer. The EEC has partnered with the ACT Government to ensure that installers will have suitable training and experience before installing insulation.
“By using an EEC Certified Insulation Installer, renters and landlords can have confidence in the quality and safety of the insulation upgrade. We are pleased this is a requirement of the standard,” he said.

We round out 2022 with great achievements for Certified Individuals and EEC Professional Certifications.
Since its launch the EEC Secretariat has been working with applicants, our certification assessment panels and certification reference groups to administer the application and assessment process, and ensure we only certify professionals and tradespeople you can trust.
Congratulations to all Certified Individuals and we look forward to continuing to assess applications for certification in 2023.

In mid-2022 we launched EEC Professional Certifications, a certifications framework for professionals and tradespeople in the energy and related services sector. It is an umbrella certification framework, which includes the:
- Certified Emissions Reduction Leader for Commercial Buildings,
- Certified EnMS Advisor, and
- Certified Insulation Installer.
Since its launch the EEC Secretariat has been working with applicants, our certification assessment panels and certification reference groups to administer the application and assessment process, and ensure we only certify professionals and tradespeople you can trust.

In the midst of an energy crisis, they also enable us to roll out skilled and certified individuals to support industry with reducing energy demand, minimising businesses’ and households’ exposure to volatile energy markets.”
This framework exists to help develop Australia’s future energy workforce, ensuring that we have the right people, in the right places, at the right time to deliver the energy upgrades necessary for a prosperous, net zero Australia.

In support of this, the Energy Efficiency Council (EEC), Australia’s peak body for energy management, energy efficiency and demand flexibility, has launched EEC Professional Certifications.
EEC Professional Certifications is an umbrella certification framework that brings together governments and industry to build the capacity and capability of Australia’s energy and related services professionals and tradespeople.
The framework will initially house three certifications for individuals:
- Certified Emissions Reduction Leader for Commercial Buildings to project manage integrated building energy retrofits that slash energy bills and emissions;
- Certified EnMS Advisor to effectively engage and influence large energy using businesses to set up energy management systems (EnMS) that enable them to realise continuous improvement in energy performance and emissions reductions; and
- Certified Insulation Installer to support households with lowering heating and cooling bills whilst ensuring improved health and comfort outcomes are realised by safely and effectively installing insulation.
Luke Menzel, CEO of the Energy Efficiency Council said, “These certifications will enable industry and government to scale up efforts to retrofit Australia’s building stock, delivering the associated bill savings, emissions reductions, and health and comfort improvements. These efforts are aligned with the Trajectory for low energy buildings and the National Energy Productivity Plan, which aims to improve Australia’s energy productivity by 40 per cent between 2015 and 2030. They are also key to enabling the Australian Government’s recent increase to its nationally determined contribution under the Paris Agreement, which commits Australia to reduce its emissions by 43 per cent below 2005 levels by 2030.
The EEC is committed to ensuring that the energy and related services sector grows and delivers at the pace that is needed to roll out reliable, affordable and clean energy in support of a prosperous, net zero economy.
Scott Ferraro, the inaugural Chair of the EEC Professional Certifications Steering Committee, EEC Training and Professional Development Expert Board member and Program Director of Monash University’s Net Zero Initiative said, “At the moment there’s a mismatch between the amount of work that’s required to deliver on net zero with regards to energy efficiency and energy management, and the actual skills that are out there in the market.
